They are both two-syllable words, which are made into one syllable words simply by adding a consonant phoneme:
shrugged, vague
(A "phoneme" can be defined as "The smallest contrastive linguistic unit which may bring about a change of meaning." In the problem above, one of the phonemes was only one letter, and the other was two, but neither contained vowels.)
